Interesting.

So a useful definition of dumping would require both of:
a) Undercutting prices
b) In the new situation (competitors driven away and held back from
returning by market entry barriers), charge higher prices than the
former market price.

Free software does (a), but it doesn't (and cannot) do (b).

Anything I overlooked?
