I know ruby on rails grew fast due to a easy to use web platform.....I
think lisp popularity could be rocketed upward if a good web framework
was created and documented.....

I see hunchentoot and lisp on lines............but docs for lol are
kinda.....eeeh

You can try http://common-lisp.net/project/cl-weblocks. It is not similar 
to RoR at all but has some clever ideas. IMHO, it is most useful when 
writing web applications that have really crazy workflow but can be used 
to write your run-of-the-mill app.

Try hunchentoot. It has great documentation and its web framework is
the simplest of them all. You'll be up and running in no time.
