CHM files are simply bundles of HTML...[1]  I don't know of any lisp 
projects using the format, but the CLHS is available as a download of 
uncompressed HTML.[2]

The clisp impnotes unfortunately not (yet).

Download above,unpack  and make into chm with EasyChm.

start easychm ->  New Project -> browse folder you unpack-> Ok->
Compile . Very handy program indeed.
I could upload it but I'm to busy to read the licensing so you'll have
to do it yourself.

UltraLisp (which seems to be based on clisp) has a .chm file with CLTL2 
(I think in it).
