While the newest versions of the commercial Lisp implementations
support some nice cross-platform interfaces and features, have you
found most CL development is being done in the web arena rather than
on desktop applications?

That's trend everywhere not only for lisp. They're called services .
For a few things desktops are still better but  web apps are taking
the market .
