common-lisp.net is having some problems which indirectly results in ad
hoc reboot throughout the day.  It seems to originate from the fact
that all RAM is used but somehow no swap is allocated.  New processes
aren't created, old ones run just fine.

Please bear with me as I debug and fix this.
