How do you install _any_ software package on Debian?
In any case, here's your (obvious) answer:
apt-get install cmucl
That's how you install CMUCL on Debian Linux.

Use apt-get install cmucl
But, if you machine does not go into online repository, you have to
update a file, from which apt-get reads about available sources.
