Does anyone know of a Lisp version of Routes from Ruby on Rails? I'm
thinking of trying my hand at it, but why re-invent the wheel?

And I'd say: so what? I mean, Picasso might paint someone square and
blue, but if you held a gun to the bastard's head he could do proper
art. --Terry Pratchett

There's Routes ported to Python http://routes.groovie.org/
But no lisp version I know of.
You can safely assume that there's no routes implementation on lisp
