I'm using emacs Lisp and I found the "read-key-sequence-vector"
function, but that only reads one character in at a time. What function
can I use to prompt for input, have the user hit enter, and get a
string?

These questions are specific to Emacs, it is better to ask them in Emacs
groups like comp.emacs and gnu.emacs.help
