Try creating C:\tmp if it didnt exist ?

   I created it but it's still the same result - halting.

It's called :cl-ppcre. Not that it would work, but at least it tries to download
something.

   The first time I typed the wrong word, but if you checked the
following log, the second time I typed :cl-ppcre, and the system halted
when installing it.

Oops. Didn't read all the log. It doesn't halt for me, it produces an error that
some stream is already closed (unfortunately I can't figure out how to copypaste
from SBCL). Do you have tar and gzip in your PATH?
