Have you looked at cl-curl? <http://www.cliki.net/cl-curl>.

If you want a command-line program, wget is ideal, but I'm not sure how
well it rons on Windows.

wget works under windows as well , there is a native port (no cygwin 
needed).

Another option is trivial-http (asdf-install:able).
