From what I understand, the standard does not specify any package or
module system. Yes, it does limit the language IMHO.

 Are you talking about the OpenLisp implementation or the TISL
implementation?
 A packaging scheme for TISL was devised and presented in one of the
International Lisp Conferences sime time ago but I can't find it on
Google. "Deep web" problems.
 Maybe someone attented that conference and is willling to post it
somewhere or mail it?
