Yes.  We have a usable version now and used it to write the
spam filtering mail reader described in Plan for Spam:

I've been using this mail program exclusively for the past 6
months or so, but the first version of Arc is so slow that
it is a big CPU hog, especially with all the filtering.

Now we are (or more precisely Dan Giffin is) making a faster
version of the language core.  After that there will be
another round of redesign, and then we may put something
online for people to use.

We may also, either before or after releasing Arc itself,
offer a free, programmable, spam-filtering mail service, 
(basically, Hotmail for hackers) limited probably to a couple 
hundred users.

There is no ETA.

In your paper, you mentioned that you hadn't decided upon a syntax yet.
Since you're so far along, I was wondering if you might be able to post some
sample code that shows what syntax decsions you may have already made, and
areas where there might still be some work to be done.
