The above URL is still linked from Franz and CL-HTTP web sites
but doesn't appear to be accessible anymore.
Does the site still exist, and is it still using CL-HTTP?

Was it scrapped as part of the change in administration
(Clinton-to-Bush)?

Probably.  I think they did a complete redesign of the web site.
