I dunno about anyone else, but this shows up in my newsreader as:

It's possible that it would be more clear in some other character set.
Perhaps even some other language.

Indeed.  The character set is koi8-r.  The text is Russian, and
basically means:

Now about "Ufasoft Lisp"

It is Win32 implementation of Common :Lisp
Project is very small
1 MB compressed archive includes:
Interpreter, IDE, Lisp image, some sources (public domain implementation of
Format & Loop form CMU), HyperSpec as Help.

In this year we plan to develop compiler and interface to COM-Automation
objects
