I would like to do some LISP programming on my windows 2000 laptop.
Any suggestions what program I should use? The cheaper the better, as
I am a poor college student

Though you're not very specific as to which Lisp you would like to use,
I will assume Common Lisp:
Franz (http://www.franz.com), Xanalys (http://www.xanalys.com), and Corman
(http://www.corman.net) all offer free downloads of their personal/trial
edition Common Lisp compilers. For someone getting started out, these
would be a good place to begin.
CLISP is a GPL'd Common Lisp byte-code interpreter which also runs in
Windows, but setting up the development environment might be a bit
harder.
If you're a college student you might want to check out what your school
has available too. I know that some universities will obtain site-licenses
for various pieces of software; even Common Lisp environments.
