Is anyone aware of any attempts to apply lessons learned from internal
binary representation of LISP to XML?
Pointers to people, papers, etc., would very much be appreciated.

Any XML to CL translator will do. Since XML is essentially a
re-invention of the wheel just reusing the real thing will do.
There are a number of translators. Look in the CLOCC or do a search
for "CL XML".
