I've updated the CL Cookbook page on how to set up an Emacs Lisp IDE on
MS Windows:

I've modified the installation instruction and the .emacs file to
make it easier to install just a single Lisp implementation (this
was something that a lot of people were doing and was the source of
most of the questions that I was getting).
In addition, I've made the following changes:
1. Support for new versions of Emacs, ILISP, CLISP & ACL as well as
current versions of LW & Corman
2. Removed dependency on .bat files
3. Simplified installation instructions
