I've not managed to get through to either of ilisp.cons.org or the
CMUCL download area for a coule of days now. Any idea what is going
on? Are there any alternative sites?

cons.org is having some relocation pains.  In the meantime, you can
get ILISP from <http://sourceforge.net/projects/ilisp/> and CMUCL
as follows:

generic x86 binaries:

SPARC binaries, sources, docs:
  <ftp://ftp.laas.fr/pub/tsf/emarsden/>
Debian and FreeBSD binaries: using their normal package delivery
  mechanisms
