this URL seems to be not available at the moment ....
Try the ftp server ftp.cons.org and go to /pub/lisp/clisp or similar.

www.cons.org works, but not clisp.cons.org (should be fixed next
week).
You can get cons.org distribution stuff (CMUCL, Clisp, ilisp etc) from
ftp2.cons.org:/pub/languages/lisp
