CLISP can be found at ftp://ftp2.cons.org/pub/lisp/clisp/binaries/win32/ 
Xlisp 3.0 is at http://www.mv.com/ipusers/xlisper/ but only the source
code is available.
XLisp-PLUS (a newer version of XLisp) can be found at
http://www.aracnet.com/~tomalmy/xlisp.html

Between the two, I would use CLISP, simply because it's based on the
Common Lisp standard, and XLisp is not.
