I am a newbie in LISP programming (but know and use Emacs). I would like to
install a LISP compiler for DOS or WinX!

 OK so it's not Lisp, "only" Scheme... but maybe it's close enough for
what you want to do. If not, check out:

 Their product is real Lisp, and they let you try it for free. But if
you keep using it, they require a licensing fee.
