Can anyone summarize Halstead's theory of language efficiency for me?
(No this is not for a class.)  

Does anyone happen to know of any nice online descriptions of it (the
nearest CS library to me is about two hours away)?

Finally, does anyone have any information about attempts to apply this
theory to any Lisp dialects?
