(get-universal-time) returns absolute time with second granularity.
(get-internal-real-time) returns sub-second granularity, but it's only useful
for relative comparision.
What do lispers generally do for generating absolute timestamps accurate to
something less than a second with some semblance of portability?
I'm guessing I'm stuck with foreign function interfaces.
