Does anyone know it is possible to get CMU-CL compiled binaries to execute
from the command line? Any method that is possible would be appreciated.

Not easily.
You could encapsulate your program into a shellscript so that people
can call it easily.
If your goal is to distribute just a single file, you would need to
hack the startup code to load an image that is part of the startup
binary. Not *that* much work, but requires quite some knowledge about
the runtime and Unix.
