I just read it. It's by Barbara Liskov and a student, who work
on the Thor database project. It is on garbage collection in
a distributed, persistent environment. You probably cannot get
it via this URL. Go through the Thor project home pages to get
to the co-author's home page. He has it listed there under a
different URL. (Along with a ton of other useful papers.)
