I would like to configure a MacIvory 3 running Genera 8.3 so that all network 
services are enabled when the machine boots.  There must be a simple way to do 
this.

See the chapter on "Initializations" and the command ADD-INITIALIZATIONS.
The command you want to execute is SYS:ENABLE-SERVICES.
