Erik said '"diff" the _code_'.  I agree with him.

the diff should not only ignore white spaces and CR, but it could also
compare tokens.  For example, renaming a local variable does not
produce a really different function.  Permuting two functions
is a nightmare with SCCS although the semantics of the code is not
changed.
