I found a reference to a proposal of Kent Pitman, to be discussed by
ANSI CL about threads/processes (whatever you call them).

Is this document open to the public and - if so - where can I get a
copy?

On a mailing list where this question was recently raised, Kent responded
that he had not made such a proposal.
