I am having the most trouble, in a port to ACL from MCL, in making
dialog-item buttons perform functions. In the dialog, there is a
set-value-fn slot, which seems to run, but not always, when the button
is pushed. My question: How do I assign a particular function to a
button, so that the function will run when the button is pushed?

You can have a look at the Check-Boxes-Dialog function defined
in the TE-ini software. In this dialog there are 4 buttons (OK,
Cancel, Clear and Toggle); this example should help you.

Look for TE-ini4.zip in the CMU repository,
 ftp.cs.cmu.edu:/user/ai/new
