What happened to the augment-environment function?  It's in CLtL2 but not in my
copy of the draft ANSI standard.  Most importantly, it's not in my Lisp
(Harlequin Lispworks on the Alpha).  I guess it's been withdrawn, but why?  It
seems indispensable for writing code-walkers than can handle macrolet.

I'd appreciate any information.

It was removed.  There were some problems with the design of the
environment-related functions, and we didn't think we could correct them
without delaying the standard.
