I realized in porting some code from Genera to LispWorks that both CLtL2
and the proposed Standard fail to mention that SETF can be used on NTHCDR.
I presume this is a deliberate omission (since such notice is pretty
standard everywhere else), and it's not really a problem for me to replace
the few usages I've found, but can anyone supply the rational for omitting
(SETF NTHCDR)?   My guess is that it has to do dealing with (NTHCDR 0 X),
but it's just speculation.
