Is source code for implementing CLtL2 logical pathnames and extended
wildcards available in the public domain? I'm in the unenviable position of
having to port a supposedly portable loader utility to a brain-damaged
would-be CLtL2 implementation (no names, no packdrill) which apparently
didn't consider logical pathnames worth supporting.

Your could try Mark K.s package.  Look in the FAQs which were just
posted here for info about the CMU archives.
