I have an implementation question about case conversion in the
FORMAT function.  Does the function

	(format nil ··@(how is ~:(bob smith~)?~)")

produce string 1 or string 2?
  1.	How is bob smith?
  2.	How is Bob Smith?

My reading of CLtL2 (pg 600) is that string 1 is the result.
This means that inner case conversions are overridden by the
outermost case conversions, effectively ignoring the inner
case conversions.  Is this interpretation correct?
