There is a book entitled "Expert Systems: Principles and Programming"
by Girrantano and Riley that comes with a MS-DOS Clips intrepreter.
Joeseph Girratano, was/is at the University of Houston and Gary Riley,
was/is at The Johnson Space Center (NASA). No Internet Addresses listed
in the text book. Publisher of the book is PWS-KENT 20 Park Plaza Boston
Mass. 02116

Hope this is of some help. It lists COSMIC (Computer Management Software
and Information Center) at the University of Georgia as a source for
1400 or so programs that do various things. Try an archie server for
an inquiry on CLIPS.

CLIPS is not PD, but is available inexpensively.  Austin Code Works lists
CLIPS 5.1 at $50.00 (Source).
