Parts of this package is also available via CMU (see the lisp FAQ).

after uncompressing/untarring you'll find a file called resources.lisp which implementes a resources package for allegro
similar to the one available on the symbolics. Think of it as user-level memory allocation. 

There is also a re to dfa package. Not exactly what you want, but you can probably adapt it.
