well, it isnt public-domain but it *IS* free... get akcl from
rascal.ics.utexas.edu by anon ftp in the /pub directory.  

You'll need akcl-1-xxx.tar.Z (choose the highest value of xxx there) and
kcl.tar.Z 

The README instructions are pretty clear for how to make it.
